Nuppenau Department of Agricultural Economics, University of Giessen, Germany Abstract Due to the imminent problem of most waters being a public good, non-point- pollution occurs in many inland waters such as rivers, lakes, extended watersheds, etc., and it causes strong eutrophication. High eutrophic levels negatively affect fishery, drinking water quality and other services provided by waters. Farmers are seen as the main polluters due to the overuse of fertiliser, animal waste, etc. To solve conflicts between the public and farmers, policy makers favour statutory regulations. But, regulations should be locally negotiated according to the subsidiary principle and farmers shall contribute to water purification by measures, such as restrictions in farm practices, being under public control.
