Abstract

The fact that equal amounts of different volatile organic compounds would produce different amounts of ozone has been known for more than four decades. This difference in ozone forming potential or photochemical reactivity has been quantified using several different scales. California was the first state to implement air pollution control regulations based on these photochemical reactivity scales, by applying maximum incremental reactivity values in its Low Emission Vehicles/Clean Fuels program.
