Abstract

Regulatory policies and their impact on water pollution modelling practice in England and Wales E. Gmitrowicz, K. Davis Wallace Evans Ltd., Tremains House, Tremains Court, INTRODUCTION In 1989 a fundamental change was made in the regulation of discharges to the water environment in England and Wales. Prior to 1989 10 Water Authorities were responsible for the supply of water, the treatment and disposal of municipal waste waters and the control of pollution of the water environment. Under the 1989 Water Act the Water Authorities were privatised and a new regulatory body, the National Rivers Authority (NRA), was created. Under the new arrangements the private sector water companies supplied water and provided a sewerage service to customers, while the NRA assumed responsibility for regulation of the water environment, including drainage, pollution control, water abstraction and flood defence.
