INTRODUCTION
The Rapid City and surrounding area within Pennington County,
South Dakota, has a history of air pollution problems, specifically
fugitive dust.
From 1980 to 1988, TSP air monitors recorded 19
violations of the 24-hour standard of 260 //gm-3.
Since the change
to the PMio standard in 1987, there have been two exceedances
of the PMio 24-hour standard of 150 //grrr3, both occurring in
1991.
The South Dakota Department of Environment and Natural
Resources informed EPA and the Pennington County Air Quality
Board of an exceedance of the annual mean of 50 //grn'3 in 1990.
